The procedure for sending a notice of departure of a foreign citizen or stateless person from the place of stay to the migration registration authority

Dear Customers,

07/28/2019 the Order No. 142 “On approval of notification form on departure of a foreign citizen or stateless person from the place of stay, the list of information contained therein, the requirements for its registration, the procedure for sending it to the migration registration authority, the form of an electronic document included, the storage period for a copy of the specified notifications at a multifunctional centre or federal postal service” of March 18, 2019 by Ministry of Internal Affairs entered into force.

The order established:

- A notification form on the departure of a foreign citizen or stateless person from the place of stay. (See notification form).

- The procedure for sending a notice of departure of a foreign citizen or stateless person from the place of stay to the migration registration authority. (See here).

 

Procedure

The receiving party shall submit a notification on departure of a foreign citizen or stateless person from the place of stay to department for migration issues of the territorial body of Ministry of Internal Affairs of the Russian Federation at the regional or district level at the place of registration of the foreign citizen or stateless person in an initiative manner, except the following cases:

- Upon departure of a foreign citizen from a hotel or other organization providing hotel services, from a sanatorium, a rest house, a boarding house, a children's recreation camp, from a tourist base, from a camping site, from a medical organization providing in-patient medical assistance or from a social service organization providing social services in a stationary form, including to persons without a fixed place of residence, or from an institution executing criminal or administrative punishment, the administration organization (institution) is required to submit (send) a notice of departure of the foreign citizen not later than twelve o’clock of the day following the day of the departure of such foreign citizen to the department for migration issues for deregistration of the foreign citizen from the place of stay.

- If a foreign citizen leaves the organization where he is employed on a shift basis and is registered at the place of stay, the administration of such organization must submit (send) a notice of departure no later than within seven working days from the day of his departure to the department for migration issued for deregistration from the place of stay.

A notice of departure may be submitted to the department for migration issues directly or through a multifunctional centre for provision of state and municipal services or by post.
